thank you for your reply but i want this in report server not in paginated reports, so if you can help in that it would be great.

You could try Power BI Desktop (RS version) to create reports, which can provide more visualization objects than Report Builder ( Paginated Reports).

We're utilizing a fully on-premise solution, which means no email integration and reliance on built-in visualization tools.

If you are making a report using Power BI Desktop (RS version)
Save the report to power BI Report Server instead of Power BI Service, you don't need to use an email account and you don't need to log in to Power BI Service.Create a Power BI report for Power BI Report Server - Power BI | Microsoft Learn
