Publish dataset

some question concern on Publish dataset

1) it is safe to publish the data set to the Power BI service as having some security concerns data set like patient data?

2) can anyone view or download the dataset once is Publish in the Power BI service? 

3) is there any other way to view full view and share with the team without Publish to the  Power BI service web portal etc in my local computer
