You cannot do this with datasets based in a Power BI Report. To do this sort of thing in an on-prem environment you would have to build a deploy your tabular models on a SQL Server Analysis Services (SSAS) instance. Then you can create multiple Power BI reports using a live connection back to the models on SSAS.
