Are you aware of a way to enable subscriptions on a Desktop file? The link you have does not specify Desktop files, and in my experiance the subscriptions option is disabled for the Power BI Files on Power BI Report Server...

 

 

I just have a point of clarification here as well. While you cannot publish a report, you can pin certain visual element from the RDL reports to the Power BI Service if you have a Premium license. In this manner, you can connect your on premises reports to the Service.

    Good points above. To the question about how Power BI Report Server and SQL Server Reporting Services (SSRS) relate and the roadmap for them, check out "A closer look at Power BI Report Server" as well. In short, Power BI Report Server is a superset of SSRS; it contains everything in SSRS, plus self-service BI via Power BI reports (*.pbix).
