Paginated Report - Missing horizontal scroll bar

That General information banner you’re seeing at the top of the paginated report isn’t coming from your report definition — it’s part of the Report Viewer shell in Power BI Report Server.

The banner is a system‑generated notification (for things like data source warnings, rendering messages, or general info).  When it’s present, it slightly shifts the layout, which is why your horizontal scroll bar doesn’t appear until you dismiss it.

Unfortunately, there’s no setting in Report Builder or Report Server to disable only that banner.

The only options are to dismiss it when it appears, reduce the conditions that trigger it (by adjusting data source settings ), or bypass the Report Server viewer by embedding the report elsewhere.

also you can design the report canvas width to fit within the viewer without requiring horizontal scroll. This avoids the dependency on the scroll bar.
