Multiple report parameters don't filter tablix

The following report parameters are available:

Show Contacts & Employment are only to show/hide certain columns.  Industry, County, and Country are all similarly structured: 

and are all listed in the dimension table of the query designer: 

as well as the parameters pane of the dataset properties: 

 

The dataset itself is a Power BI semantic model: 

where IAServiceSplit is essentially the same columns from the account table split by comma into new rows (an account can have multiple industries, ex. 

Composites / Advanced Materials, Marine, OEM

 

My issue is the report table doesn't filter from the Industry parameter. 
Ex. selecting all industries (including ""), filtering to Germany, all counties filters to all German accounts.  Then applying an industry filter does not further filter the table (even when clicking view report).  This report is inteded to be used as a PBI Report Builder visual with PBI slicers for the corresponding report parameters.

    Hi, docdata 

    When using parameters in Report Builder, you generally cannot refer to your own data, and you need to create another dataset to reference. For example, I have dataset 1 and dataset 2, and the parameters to create dataset 1 refer to the data from dataset 2:
