Hi I able to reslove the issue on following actions.
1. Power BI server install with replair option (re installed ) +desktop 64 bit
2. befroe configure report conf mgr run following commnad
use ReportServerPBI
go
exec DeleteEncryptedContent
3. reconfigure report server configuration manager all options
4. make power BI service user(which access through services(stop/start) on the server ) admin on local server
