Do you want to embed Power BI service reports or Power BI report server reports in SharePoint?
If the report stored in Power BI service, both creator and viewer need Pro license. See: Embed with report web part in SharePoint Online.
If the report from Power BI report server, it doesn't mention the price in this article: Quickstart: Embed a report using an iFrame. Maybe Jon-Heide riccardomuti mgmeyer from PG team can clarify this?
