1. Based on my test, the same pbix file can't be opened within Power BI desktop by two users at the same time. You can adjust two developers work on pbix file at differnet time.
2. The feature to support dashboards in Power BI report server is under review by product team, you can vote on this idea: https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/19317820-support-dashboards-in-power-bi-report-server

Thanks for the reply. I have voted for the Dashboard feature as suggested, its got lots of votes, so will hopefully be actioned.
