Data Source Can't Use Design Query

The behavior you're seeing is likely because your data source is stored in your personal OneDrive. When an Excel file is saved there, Power BI Report Builder treats it as a local file, which limits features like Query Designer, query parameters, and dataset credential settings. This is why Query Designer stays disabled and you're repeatedly prompted to reconfigure the connection.
To resolve this, move the Excel file to a supported location such as SharePoint Online or OneDrive for Business. These options allow for proper authentication, so after reconnecting the file in Report Builder, the dataset should authenticate and the disabled options should become available. Alternatively, you can use an On-premises Data Gateway if you prefer to keep the file local.
