Custom Option Menu

These options menus are the default features of the underlying design, they don't give the user customization permissions, they are fixed. It doesn't matter if it's in Power BI Desktop or in Report Server.
However, in Power BI Desktop, you can consider using bookmarks and buttons as an alternative to customize features such as jumping to pages and navigating between different visuals. You can check the following links:Create and configure buttons in Power BI reports - Power BI | Microsoft Learn

You mean cannot custom in desktop.What about in Power Bi Report Server?
