Can't export full .pbix + can't publish after live connection workaround

Since this was working previously, it does not look like an expected limitation. Please check whether the Download reports tenant setting is still enabled and whether the report or semantic model has been modified in the power bi service, because these can affect downloading the full pbix.

Regarding the 404 error while publishing the live connection pbix, this is not expected behaviour. It is more likely related to a service or workspace issue than the report itself. If the issue continues, please open a Microsoft support ticket with all the required details from the error so the team can investigate further.
