Can a System Adminstrator upload items to a user's "My Reports" folder

I am a System Administrator on my Power BI Report Server instance and i am using the out of the box roles configuration. If i attempt to move a users report from the home level to their personal "My Reports" folder, the server just hangs, and says an error has occurred. If i navigate to the user's folder (\User Folders\User XYZ\My Reports\) i can see their folder, and the objects there but i cant interact with them.

Is there a setting that i can change to allow the System Adminstrators to be able to manage this area or is it strictly up to the individual users?
