Using Multiple Schematic Models

When the dataset is refreshing that will not affect the reports. I would recommend simplifying it to having a single data set, which then allow you to easily achieve your requirements.
Thanks for suggestion and it was what I was planning on doing at the very start. However I would like to keep the 2nd dataset seperate to the main dataset. The second dataset pulls data from a server and can often cause refresh problems for me. Only a couple of reports rely data from the 2nd dataset I'd like to isolate this dataset so that the main dataset can refresh successfully for all my other reports. Hope that makes sence.

First of all End users shouldn't be added to workspaces even as Viewers only. End users should consume Reports and Dashboards in Apps where you can add them or add security groups to audiences.
To enable users to see data in visuals that are coming from Dataset 2 you will need to add them to the Manage permission of the dataset it self(Not the workspace). To do that go to the workspace where the Dataset is located and
then
with Read permission

Thanks Amine, I also gave that a try and that didn't work for me too. For the time being, I ended up just rebuilding both the datasets into one dataset as with Gilbert's suggestion.
