Users cannot export data from visuals without "Build" permissions
I had changed the permissions for users viewing our reports so they did not have "Build" permissions. We did this so they could not build reports off of our datasets since they could have confidential information. However, since doing this the option to export data from any of the visuals is gone. After doing some digging around I tested out adding build permissions back to the users and the export button was available again. Is this a bug in Power BI? They should not have access to all underlying datasets just to be able to export information from a visual.

It's a limitation. From this document, you can see:
To export the data from a visual, you need to have Build permission for the underlying dataset.

Qiuyun YuHas anyone found that this is something that's started happening recently? We have reports that some users can export from and others can't. Permissions are the same on the app for both users, the only thing that's different is when they were added in permissions to the all.
