Hi mcornfield ,

You could  connect  the dataset by Power BI desktop.  thentry to add measure like below ,after it ,publish it to service,then open the report use service.

picture1:connect dataset

 

picture2 :new measure

picture 3,publish 

picture 4,open the report by using Service
