 This issue seems to happen only with the link-only subscription because of how Power BI processes it in the backend.

When it’s a link-only type (no PDF), Power BI checks the full recipient dataset instead of picking just the rows for that one report, so it ends up sending emails for other reports also.

Since this doesn’t happen with PDF subscriptions, it looks like a product-side behavior or limitation. I would suggest raising a support ticket with Microsoft Support so the team can check it deeper with your cluster and activity details.
