Sharing outside organization broken?

I am new to Power BI & currently using the Pro Trial.  I have added a dashboard to My Workspace and have tried to share it with people inside and outside my Organization.

 

The users inside the organization are receiving the email invite but the gmail user is not.  I sent the gmail user the share URL to load the report but, when they click the link, it requires them to login to Powerbi.com but they cannot do that with gmail.

 

Did something change or is the sharing outside the organization feature currently broken?

    I can also confirm that when sharing with my own personal gmail account, I am not receiving the email with the dashboard link however, based on articles and videos I've watched, I am supposed to be able to do this.  Can anyone offer any advice?

     

    It looks like MS have made changes to how they allow powerbi.com to be accessed.  You cannot signup for a powerbi.com account with a "personal" email but you are supposed to be able to share dashboards and reports with people outside your organization.  I don;t have control over the email accounts that our contractors use so I am not sure how MS can make you use a work account while also claiming you can share with anyone outside your organization.  They either broke something or didn't think this through.

    Can you go into your tenant settings and make sure that you can share with external users?

     

    Also make sure that the gmail account is setup as a guest account in your Azure Active Directory?

      I do have share with external users enabled however, Neither myself or the external contractor are setup as guests in our Active Directory.  In the tutorial videos i've watched, there was no mention of needing to do this.  Also, when I do set my gmail account up as an AD Guest, I have to enter my email address with the #EXT#@compdomain.onmicrosoft.com.  I thought BI would allow you to share reports with any user, not ones who are guests in your own domain?  If that's not correct, why do so many tutorials demonstrate this ability?
