I have not had any of these issues in the past or recently. What happens when you download a previous version of the file from Sharepoint Online? Can you then open it up successfully?
In fact nothing happens. You see the versions and their links but when you click nothing happens, No downloads or a file opening.

I would then chat to your SharePoint or Network Admin to see if there have been any changes?
GilbertQ v-veshwara-msft In fact, it was probably an internal issue after the new update of SharePoint but the workaround for this would be to right click on the link and open the URL in a new browser to get the download of the version.
