According to your situation, you could publish an app to these users.
Then they could open app and save report to their workspaces.
Now, they could get dataset.

Go to your app workspace-->edit this workspace-->selected "Members can edit Power BI content" in the privacy.
Through this operation, your colleague should be able to see the dataset.
Hi,
i've shared the report with some user that have no access to any app/workspace.
I don't want to enable users to edit the content, only to create other content based on the dataset that i've shared with the report.
Here some screenshots...
I've created this report with Power BI Desktop and published it to "DEMO SISTEMI" Workspace.
The dataset has the same name.
Now i want to share this report with a user that has no access to this workspace, but he must have the ability to create other reports through the service, based on this dataset. The second point is that RLS must be applied, so access to the workspace with non viewer role is not the way.
Now i share my report and check this box:
If i login as this user i can see the report under the "Shared with me" section:
But i can't find the dataset.
Any suggestion?
