Set default filter in filter pane without lock

In Power BI Service, using a MS list datda with a YEAR column:

In the filter pane, I want to set a default filter where YEAR >= 2023. I want it to be a default filter when a user views the dashboard, but I want them to be able to change the filter if needed.

I can set a default filter in the filter pane if I lock it, apply filter, and save. The filter is honored when I view the dashboard. But if I unlock the filter, apply filter, and save, the filter isn't honored in the dashboard. (I honestly thought this was working the way I wanted it to yesterday when I tested, but I must have been mistaken.)

Is there a way to set a default filter in the filter pane without locking the filter?
