Advocate IVAlso check the "links" section under the "Manage Permissions" for the report.
If any of the users you gave permission also have "Reshare" permissions, they could have added users or created links to share.
You would have to set up a test case to see if the Usage Metrics captures unsuccessful attempts to navigate to the report.
