remove create button from home page
Have you set up a tenant setting? If only specific security groups is assigned then you don't need to worry about the create button as it won't give a permission to the rest to create any items.
Follow these steps to enable Microsoft Fabric for your tenant.
Navigate to the tenant settings in the admin portal and in Microsoft Fabric, expand Users can create Fabric items.
Enable the Users can create Fabric items switch.
(Optional) Use the Specific security groups option to enable Microsoft Fabric for specific users. You can also use the Except specific security groups option, to exclude specific users.
Select Apply.
