Refresh -

Currently I have my dataset, and visual on my one drive, I have given access to those files on one drive to my overseas colleage so that he has the ability to update the dataset and refresh the data ...

    My guess is that the problem is based on the "Address" used in the Power BI file.  Even though both of you have access to the file, he might not have access using the address you put into the file.  The address that you have shared with your college is probably not the same as the address you have used in your file.

    I'd attempt changing the address, do a close and apply. Publish back into the service and see.
