Yes, this is a known limitation of the Power BI PowerPoint add‑in, not a data model issue. If the report structure (slicers, visuals, bookmarks) changes after the visual/report is embedded, the add‑in can keep a stale internal state. As a result, slicers may not fully apply filters even though the underlying data refreshes correctly.
Note that Refresh only refreshes data, not report-definition changes. Try Data options → Reset → Sync to reload the latest report definition. If the structure changed and Sync doesn’t resolve it, removing and re‑embedding the visual/report is currently the most reliable workaround. There is no single switch that fully prevents this behavior today.
