PowerBI Administration - Data Connections "Manage Users" not loading

I am unable to modify user permissions for our data connections in PowerBI administration.  When clicking on "Manage Users", the side bar just spins. 

Multiple browsers have the same result. 

I have used both https://app.powerbigov.us/groups/me/gateways?newManageGatewaysUI=false and https://app.powerbigov.us/groups/me/gateways/

(we are GCC licensed).
