No access to Microsoft App

A coworker found a Microsoft Azure Cost analysis pre-built Power BI dashboard and was able to add and see the information.  However, when I went to look for that same App, I can't find it.  I was also sent a link directly to the app and received an error that it couldn't be found.  "It may hve been deleted or you may not have access to view it".  If this is a microsoft published app, how would I not have access to view it?

    Found the answer to this, coworker mentioned he had this app for a while.  So it looks like while it still functions, the app itself is no longer available as he went out to re-look for it and couldn't find it either.
