Thanks for your answer. 

The report itself was created by Liveconnection to a Power BI dataset in PBI Desktop, then is published in another workspace "Prod" and not the dataset-workspace. Then in "Prod" workspace I open the metrics report which contains no data.

I did the steps you mentioned and the refresh was completed in metrics dataset. But still same result in metrics report.
