Custom Visual Issue: If that visual is a custom or marketplace visual, it might require internet access or permissions that are blocked in Power BI Service.
Service Dependency: The visual might rely on external libraries or services not allowed or blocked by your company’s firewall or Power BI tenant settings.
Version Mismatch: Sometimes visuals behave differently in the service vs. desktop, especially after updates.
Browser or Network Restrictions: Your browser or corporate proxy might be blocking a script or resource used by that visual.

Just to clarify: the visual in question is a native Power BI visual, not a custom or marketplace one. The data model used in this visual is the same as in other visuals that are rendering perfectly, which rules out a data access issue.
I have also tested opening the report in different browsers and various internet networks, and the problem persists—so browser or network restrictions don’t seem to be the cause either.
What's even more puzzling is that I have another report using the same visual (but with a different dataset), and that one works perfectly fine when published. This seems to eliminate the possibility of a version mismatch or compatibility issue.
At this point, I’m honestly lost as to what could be causing the issue.
