    Try something like this:

    Target = 200 * ( 13 + ROUNDDOWN ( ( TODAY() - DATE ( 2021, 11, 11 ) ) / 7, 0 ) )

    This adds the number of weeks beyond the initial 11/11/2021 to 13 before multiplying by 200.
