Microsoft Universal DPA

Hi, I've gone through the DPA of Microsoft products & Services. I have a few questions regarding this.

1. Is the Universal DPA will get applied to Power BI Services ? If so,  how do we sign the DPA ?

Please help me understand the above questions.
