Licensing - P1 vs EM1
Hello,
Seeking confirmation of my understanding - EM1 embedded capacity license is used for embedding Power BI reporting in org. resources and cannot be used to assign capacity to online service workspaces. Instead, the org. will need a P1 license, as well as Pro license developers to publish content online to capacity designated workspaces and share with other non-licensed users across the org?
Also, is there any scenario in which it makes any sense to have both PPU and Pro licenses within an org. with a P1 license?

The best answer is "It depends"
The reason for this is it all depends on how much data you need, or other premium features you need. Then to see which one will work best for the requirements.I would suggest starting with EM1 if you are embedding into other applications.
Then for the organization depending on the size if say less than 200-300 users you could start with PPU and if there is a need for larger capacity or more users then transition to a P1?
