Licence options
Hi,
I would like to know what licenses we need for this scenario :
- we are 20 BI Developers who may build and publish reports.
- we already have on-premise SSAS Tabular which we will use to feed the PBI dashboards.
- we want to share the dashboards with 1500 users to view on cloud app.powerbi.com.

The answer is as always it depends.
The reason you cannot simply say Power BI Capacity SKU (Which I think is meaning Power BI Premium) is how the users are going to interact with the reports.
You also need to understand the size of the datasets that are being consumed. You only have a limited amount of memory in Power BI Premium.
But with Power BI Premium if the datasets are small you can then have free Power BI users who can consume the dashboards and reports via an App Hi Anonymous

There is a calculator that helps you understand the costing based on your requirement. Basically the costing is based on how many developers (Pro) accounts you have, how many frequent users, and how many readers. The reason to separate frequent users and readers are mainly to understand how many cores you will need for Power BI Premium.
Let’s go through an example. Consider an organization with 10K users. out of these 10K uses, only 300 of them are developers (they will create or update reports), rest are just consuming reports (Let’s say 4.8K frequent consumers, and 4.8K occasional). Based on the calculator for such requirement, you will need to have 300 Pro users (this is obvious), and 6 P1 nodes to cover readers. Each P1 Node costs $5K per month.
So as a result it would costs about $32K;

If you are using SSAS Tabular then the dataset size is not affected for the App.
You will be easily allowed to have all your users use Power BI free via the App.

But with Power BI Premium if the datasets are small you can then have free Power BI users who can consume the dashboards and reports via an AppGilbertQ , what is the max size of the dataset, allowed to free users consuming the App ?
we have a SSAS Tabular database, In-Memory size is 3 GB.

If you are using SSAS Tabular then the dataset size is not affected for the App.

remember that licenses are just one part of the equation. You also need a Power BI capacity SKU. Which one do you plan to use?

We had to purchase a minimum of 50 licenses for that. In Premium SKUs licenses are only needed for developers.
There was a recent initiative by Microsoft to allow end users to procure licenses one-off, with massive pushback by IT and Finance departments worldwide. Not sure what happened to that.
