Yes, we will use row level security. As we will mostly use live connection to SSAS tabular cubes we will mainly use the row level security on that level. That we would use for separating what certain countries will see in for example a finance report.
However, this question is more cross processes, i.e. one report that would be available on both the sales and the finance dashboards, which right now are in different workspaces.

In Power BI Services, we are able to share dashboards, reports, and datasets read-only with people outside our group. Please take a look at this article: Share a dashboard with colleagues and others.
