    I can confirm that you can assign external users with Pro license. Anybody that need to view reports in power bi service, will need a pro license (unless theres a premium capacity)

    If I want to invite them via the "Entra ID tenant" should I have\buy a license for them?

      Yes a license should be purchased to any one who is going to consume your reports under your tenant.
