Power BI enforces encryption when connecting to Azure SQL, but SSL errors may occur if the certificate is not trusted. please follow below steos to fiz the issue;

1. please make sure whether encryption is enabled or not In power BI desktop
Go to File → Options and settings → Data Source Settings → Edit Permissions

2. Download and install the DigiCert Global Root CA on the gateway machine and restart the Gateway

3. you can modify the connection string using below code
Encrypt=True;TrustServerCertificate=True
