Embedding without workspace access but direct Report access
We have provided Direct access to the report and Datasets but not to workspace. Does embed for organization needs to provide access to the workspae for users for us to embed the reports in a portal.

The user only needs to have the View permission of the report. And the user needs to sign in to view the report whenever they open a new browser window.
The Embed option doesn't automatically permit users to view the report. View permissions are set in the Power BI service.

No, report consumers do not need to access workspace, only dataset permission is needed for embed in a portal.
