Different Display Desktop vs Published

Hi, i got confusing issue since 3days ago, hopefully anybody can answer this

First, i have table showing region and it sales number.

In power bi desktop, the region and total numbers is correct as is displayed.

As i published it to PBI Service, it also show as it is

Below is how the desktop displayed:

But, when the refresh scheduler is finished running, the total sales is correct, but the composition of region is different. The BLANK region is suddenly appear and measuring sales qty in it.

I thought it caused by the RLS, but no, ice tried to remove the RLS then the same issues appears.

Any body knows why the ORIGINAL and the PUBLISHED one is different?
