Deployment pipelines

Hi,

I am using Deployment pipelines in fabric for power bi.

I am the admin to all the workspace and the structure is as follows:

I have 4 workspaces 2 for test and 2 for prod. On each stage I have one workspace for datasets and one for reports.

The issue is that I can't download reports' .pbix from the test env on reports workspace. The option "download this file" is greyed out. Do you know why?
