Where i find "dashboard theme" to upload .json theme?

You can click the Edit and you can find the Dashboard theme.

In my italian version under "modifica" -> "EDIT" is not present "Dashboard theme". See my uploaded image.

You are looking at Power BI Report level, not a Dashboard. So, the question is where you want to setup a theme? If it's for a Power BI Report, you should do it in Power BI Desktop:
