please help me, I'M Looking helper to tell me how I can write notes or comments on power bi dashboard for For explanation, such as paint tool in windows

You can create a tile, in which you can put in text on a dashboard.
That is currently the only way to add in your own comments on a dashboard.

As of now, it is not supported to add comments on dashboard. You could submit this feature request at ideas page:
