  • Thank you for taking the time to reply. The cause was that I had a Direct Query to another PBI dataset but had not given the users build access. All solved now thank you.

    Hi JakeTetra

(1)Please check the licenses for end users .Only if users with Pro license or the report you shared in Premium capacity ,users can access the report normally .

If in this case ,please give users Pro licenses or put your report in Premium capacity . Please refer to the following link for details .

    https://docs.microsoft.com/en-us/power-bi/admin/service-admin-purchasing-power-bi-pro

    https://docs.microsoft.com/en-us/microsoft-365/admin/manage/assign-licenses-to-users?view=o365-worldwide

(2)Please confirm whether there is RLS in the report ,whether the accounts for end users are in the account list for RLS .

If in this case, you need to assign role to user to apply RLS filter, otherwise they will got this can't load data error. Please refer to the following link for details .

    https://docs.microsoft.com/en-us/power-bi/admin/service-admin-rls

BTW, current RLS only works on read permission, so admin and dataset owner can see each records even if they not get RLS roles.

    Best Regards
