Cannot share a report
I have a Power BI report (I am still using a trial Power BI licsense) and have no trouble sharing the report (either direct or by link) with someone in the organization. However it does not seem to work with someone outside of the organization.
I have gone into the Power BI admin portal and enabled the Tenant Settings / External Sharing option so it applies to 'the entire organization'
The thing is, when I go into a report then FILE/MANAGE PERMISSIONS/DIRECT ACCESS and try to add someone from outside of the organization it says the "Your report has been successfully shared" but no email is received and the person is not added to the list
What am i doing wrong?

Are both options enabled?
Invite external users is basically inviting the external users to be a guest in your guest AD. They have to accept the invite, before you can share anything to them
If yes, then it could be a global setting in Azure AD that is preventing it. Global settings supercedes Power BI Admin settings. Reach out to you AD admin to check if external sharing to guest AD is allowed.
And another consideration is, only external users that exist in Azure AD of their organization can access your Guest AD (when invited).

This helped a lot. I did not realize that the external user must still be a guest on the setup of the domain.
