Cannot load model: PowerBINotLicensedException

We used a Power BI Free license and have two reports: one with a semantic model and another, just a dashboard, connected to the semantic model in the Power BI Service.

Recently I started getting the error "Cannot load model" with the error code "PowerBINotLicensedException":

 Then, I started a Pro trial and the error went away. So, it seems that Pro license is required to connect to datasets in the Power BI Service. 
Is this a new change in the Free and Pro license features, or is there another reason for the "PowerBINotLicensedException"?

    In Power BI, if you have a dashboard or report connected to a dataset in the Power BI service and you or your colleagues try to view it without a Pro license, you may encounter a PowerBINotLicensedException.

    If your semantic model is on shared capacity, this error occurs when you are currently logged in to Power BI desktop with account pro or above license. This explains why the error disappears when you turn on the pro license trial.

      I use just one account without sharing and the dataset is published in My Workspace.  Is it concidered to be a shared capacity? How to eliminate Pro license requirement using reports connected to Datasets stored in Power BI Service?

        I have been experiencing the same issue for about a month now.
        I also hope for a resolution to this issue.

    Does anyone know if there is any chance to use a connection to a dataset in Power BI Service under the same account without having a Power BI Pro license?
