Helper IIAzure sql connction error
You are right, the database is in the cloud, but as you can see the database is not generally available to the public. So you need to provide Power BI a way to get into the network / retrieve a IP-address that is allowed by the database for access. A gateway will help you do this 🙂
Helper IIsorry for this (many questions) :)...but I use gateway for other sources but this one is cloud-based , thought we don't need a gateway ? is it possible to connect via gateway ?

tackytechtom thanks for your help ,,, its working today , via on premises gateway
configure few settings on connection and its refreshing perfectly now
PBI service was not whitelisted on that SQL server , thus it worked on desktop but not once published
