Adding external users to embedded workspace

I have a report in a workspace with an embedded licence. I am sharing the report with external users through Microsoft B2B. Do they need a licence to view or are they covered by the workspace licence?

    Hi Laura_May ,

    For viewing a report from workspace with an embedded license, you don't need power bi pro licenses for end users viewing the report embedded. Only for publishing, managing the workspace items/ accessing pbi service, it is required.

    It works for both internal and external users, just that external users must be added in AAD group.
