add "master" as data source to gateway

From your description the user would have access to the MASTER database system, which could possibly mean that they would have access to all the databases.
You could set this up and the account assigned to the Gateway data source could have access too all the databases.
One potential risk is that someone could upload a PBIX and access a database and data which they should not have access to. I prefer to rather have individual data sources setup to ensure that it is secure and only people who need access to a specific database are assigned as users to the data source on the Gateway.
