Add Guest Users
Hi,
I have a free trial Fabric capacity. I added some users as guest users in my tenant and then shared the Power BI app with guest users. Will they be able to access the report?
note: from admin portal guest users are enabled and the users have been added to power bi app.

Hi DiKi-I ,
Yes, guest users need a Power BI Pro or Premium Per User (PPU) license, unless the workspace is in a Premium capacity.
Relevant document is for your reference:
Distribute content to external guest users with Microsoft Entra B2B - Power BI | Microsoft Learn

Hi DiKi-I ,
Ideally not because you are using Fabric Free Trial capacity. We can share from pro license to external Pro account, we can share from premium capacity license to external free user. But without having any premium or pro license in the org and sharing with external user with free trial is ideally not permitted I think.
Thanks,
Pallavi

Hi DiKi-I ,
Do you want to know if permissions for Power BI App and Power BI reports are inherited? In my tests, the result is no.
Users who have only been granted app permissions can't open the report page, but they can view reports in the app. The semantic model read permission for the report is granted to the user through the app.

I have added them in the app itself. My only concern is that I have published the app from fabric trail capacity workspace. Does guest users also need any kind of licence to access the app?
