Access Request Approval Bug!

After working with support for two months, demo the bug online 5 times to different people and did not reach anywhere.
The essential issue is: I received an "Access Request" on my report and go to the Share/Access, I can see the request, and once I click the tick, the request does move up to "Read", but, when I close the Share/Access and re-open it, the request comes back as "Pending Request".
I was told last time user's UPN had some issue, which was not my concern at all. Either I can approve a request or I can't, this is simply a bug - I approved it and it came back as "Pending Request".

I just find that you have created a support ticket. Please re-contact to the engineer about your situation till the issue has been resolved.
In forums, we can't reproduce your issue . So it's hard for us to provide any more support about this issue now. Sorry for that. Hope it will be fixed as soon as possible. And please share the solution once you have resolved it.

To re-create, here is my condition:
1) Create a report;
2) Shared it with an external user, at the time you only know his email address, so just enter his email to share;
3) User receive the invitation email, sign on and find out that "The report is deleted or no access", so he requested access;
4) Then I can see his request pending, as a normal case, I can approve a request and then it is ok. But the user has a different UPN than his email address, after I approve the request, system does move it to "Read" as "Guest", but once I close the window and get back, the request is pending again. And user still see "The report is deleted or no access".
I did resolve one such case with a user, he gave me his UPN (he probably doesn't know, for him, it is only an email alias), and I re-shared it with his UPN and he got access. Most of my users have no knowledge of UPN, O365, PB, they just need to view the report, this make it very hard to explain to them that why it works with some email but not the other, even if they are under one email domain.
But still, this is a bug, either user should be able to request under his UPN and I can approve it, or on my end, it should say I could not approve it due to whatever.
I did demo this multiple times to your support, they had everything they wanted, screen shot/browser log etc.
