try like:

Table.AddColumn(
    #"Added Conditional Column1",
    "Custom",
    each if  [IncidentsPrevMth]-([NoofIncidentsLast12]/12)>0 and [IncidentsPrev2ndMth]-([NoofIncidentsLast12]/12)>0
    then 1
    else 0
)
